In Slack, click the emoji picker in the message box, then Add Emoji (or go to workspace settings → Customize → Emoji).
Upload the PNG you just downloaded and give it a name.
Adding emoji needs the permission your workspace sets for it — usually any member, sometimes admins only.

For an animated Slack emoji you need a GIF (not WebP). If a GIF is over 128 KB, reduce frames or colors rather than resolution.
